Please note that this is a consulting engagement. You will be contracted by GFI either as an individual consultant, through your own limited company or via a local agent. You will therefore be responsible for managing your own tax obligations and will not be entitled to local employment benefits. As a consultant, you will determine the manner and method of delivering the services, while working collaboratively with GFI and key stakeholders to achieve agreed outcomes.


Start date: September 2026

Term: initial short-term consultancy project for 2 months (estimated 10 days work for contract duration), potential to extend until February 2027 pending funding confirmation


About the Green Finance Institute (GFI)

Established in 2019, the Green Finance Institute (GFI) is an independent advisor to governments and investors. The GFI is headquartered in London and has a presence in eight countries including Belgium, Brazil, Denmark, Indonesia, the Philippines, Scotland, South Africa and Spain. Its missions work across the built environment, carbon dioxide removals, industrial decarbonisation, energy, transportation and nature.


Project Overview

The Technical Manager will lead the PPF’s project-level technical review function, with primary responsibility for assessing the technical feasibility and readiness of projects seeking support. The role will undertake the initial technical review of each project, determine its level of technical maturity and identify the work required to advance it towards financing readiness.


During the September 2026 to February 2027 pre-launch and facility-design phase, the immediate priority will be to help establish the technical advisory function, technical-review workflow, applicant information requirements and technical assessment criteria, and to ensure that the review approach is ready for the first project cohort.

Working closely with the Technical Director, PPF Director, financial-review function and relevant specialist advisers, you will identify and validate the technical assumptions, risks and performance parameters required for financial and bankability analysis. Where deeper sector-specific expertise is required, you will define the initial scope and information requirements and oversee the quality and integration of specialist inputs.


Scope of Work and Expected Deliverables


The overall project is expected to run from September 2026 to February 2027 , with the potential for further work beyond this period. However, the initial consultancy engagement is limited to a two-month period (up to 10 days work in total), focused on supporting the facility-design phase and establishing the foundations of the technical review function.


Initial Engagement (September to November 2026, up to 10 days)

The principal activities and deliverables expected during this initial engagement are:

  • Technical inputs to the Terms of Reference and Operating Model , including the definition of scope, mandate, boundaries, roles, responsibilities and operating procedures for the technical review function.
  • Technical inputs to the development of the Call for Proposals process , including the submission template, technical assessment criteria and scoring methodology.
  • Operationalisation of the technical review approach during the facility-design period, including development of review workflows, documentation requirements and preparations for assessing the first cohort of projects.
  • Engagement with relevant industrial associations, corporates and technical stakeholders to support refinement and validation of the Terms of Reference and technical review framework.


Potential Future Scope (Subject to Project Progress and Funding)

Should the consultancy continue beyond the initial engagement period, the Technical Manager may be asked to provide support on the following activities during the remainder of the facility-design phase and subsequent implementation phases:

  • Further development and refinement of the PPF technical advisory function, governance arrangements and technical assessment methodologies.
  • Ongoing enhancement of the technical-review workflow, applicant guidance, templates, assessment criteria and quality assurance processes.
  • Preparation for and support of the assessment of the first and subsequent project cohorts.
  • Identification and validation of technical assumptions, risks and performance parameters required to support financial and bankability assessments.
  • Alignment of the technical review process with relevant MDB and DFI due diligence standards and documentation requirements.
  • Definition of specialist technical support requirements and oversight of specialist technical inputs where required.
  • Coordination with financial, policy and enabling-environment workstreams to ensure technical findings are incorporated into project preparation and assessment processes.
  • Participation in project-level technical reviews, including assessment of technical feasibility, readiness and preparation requirements of individual projects submitted to the Facility.
  • Production of technical findings, recommendations, risk assessments and other outputs required to support project selection and preparation activities.


Consultant Profile

  • Significant technical experience in one or more PPF priority sectors, including industrial decarbonisation, energy systems or low-carbon fuels and feedstocks.
  • A strong track record of delivering or overseeing technical feasibility assessments, engineering studies or comparable technical due diligence for infrastructure or industrial projects.
  • Ability to assess project technical maturity, identify material preparation gaps and translate complex technical evidence into clear findings and recommendations.
  • Experience evaluating technology options across different readiness levels, including commercial availability, deployment constraints, cost trajectories and supply-chain considerations.
  • Working knowledge of climate-taxonomy frameworks, sectoral decarbonisation pathways, emissions-accounting methodologies and relevant international technical standards.
  • Familiarity with MDB and DFI technical due-diligence and documentation requirements.
  • Experience defining scopes of work for specialist advisers and overseeing the quality, relevance and integration of multidisciplinary technical inputs.
  • Strong coordination and communication skills, with the ability to work effectively across technical, financial, policy and programme workstreams.
  • Sound judgement, discretion and the ability to operate with autonomy while maintaining clear communication with the Technical Director, PPF Director and wider team.
  • Professional fluency in English. Portuguese language skills are strongly advantageous.


Desirable Experience

  • Understanding of Brazilian permitting, regulatory, localisation and supply-chain conditions relevant to project technical viability.
  • Experience working on project preparation facilities, infrastructure programmes, public-private partnerships or donor-funded initiatives.
  • Experience supporting technical assessment of projects during selection, preparation or investment due diligence.
  • Experience working with multilateral development banks, development finance institutions, climate funds or international technical advisers.
  • Experience assessing climate standards, certification, monitoring, reporting and verification requirements, or taxonomy alignment.
  • Experience establishing technical-review tools, templates, processes or governance arrangements in an early-stage or fast-moving environment.


Project Governance and Role Boundaries

The Technical Manager will support on day-to-day project-level technical review and provide evidence-based findings and recommendations to the PPF’s technical and programme leadership and relevant governance bodies. Final project-selection and preparation-approval authority will remain with the relevant governance bodies in accordance with the approved division of responsibilities.


The role is limited to technical feasibility and technical readiness. It will provide validated technical assumptions, risks and performance parameters to the financial-review function, but will not prepare financial models, undertake financial-feasibility analysis, develop capital structures or lead financial structuring. It will not assume ownership of environmental, social, policy or other specialist workstreams, undertake full engineering or detailed technical design, or manage project implementation.


During the facility-design period, institutional relationship management and reporting to government, stakeholders and funders will remain with the PPF Director. The Technical Manager will provide technical inputs where required but will not lead those relationships or reporting processes.
